■アメリカ同時多発テロ -続報２-　　（2001年9月14日号） 米国第４３代 George W. Bush 大統領は、９月１１日午前に発生した米国同時多発テロのあと、同日夜 ホワイトハウスから全国民に向けて演説を行った。すでにテレビ、新聞ニュースを通してご存知の 通りである。この演説に改めてアメリカという国の偉大さ、また大統領の指導力を感じた。 Bush 大統領は、「テロリストの攻撃は巨大ビルの土台を揺るがすことはできても、アメリカの土台に 手を触れることはできない。ビルの鉄骨を打ち砕くことはできても、アメリカ人の強固な決意を打ち砕く ことはできない。」、「アメリカが攻撃対象とされた理由は、アメリカこそが世界で最も輝く "自由と 機会" のための灯台(航空標識)であるからであり、誰もその光を絶やすことはできない。」と述べている。 アメリカという国に対して、なんと誇りと自信に満ちあふれる、そして国民を勇気づける言葉であろうか。 さらに大統領は続ける。 「今日わが国は、人間の性質の "最悪の部分" である 邪悪さ を目にした。しかしながら、我々は米国の "最良の部分" で対処した。即ち、救急隊員たちの勇敢さと、見ず知らずの人々や隣人のために献血など 何かできることはないかと申し出る人々の優しさで。」 「今夜、悲しみにくれるすべての人々、夢を壊された子供たち、安全が脅かされているすべての人々の ために、みなさんも祈ってほしい。このような人々が、我々を越えた大いなる力によって慰められるよう、 私は祈る。詩編２３編に "死の陰の谷を行くときも、わたしは災いを恐れない。何故なら、あなたが わたしと共にいてくださるから" と記されているように。」 「今日すべての米国人が、"正義と平和実現" という決意の名の下に一致団結する日だ。米国はこれまでも 敵に対して立ち向かってきたし、今回もそのようにする。我々はこの日を二度と忘れない。今回のテロ事件が あっても、我々は前進し、自由と世界中の善と正義を守り続ける。」 ******* アメリカは１７世紀初めに英国ステュアート朝下の国教強制をのがれ、信教の自由を求めて北米に移住した 人々により始まる。今からちょうど４００年ほど前の１６２０年、ピルグリムファーザーズと呼ばれる 清教徒の一部が、メイフラワー号でプリマスに上陸し、ニューイングランド植民地を開拓したことは有名である。 当時はヨーロッパ各国が世界に植民地を求めて進出していたが、この清教徒によって開拓された北米の植民地は 自由・独立の精神が強く、他国の植民地とは一線を画していた。アメリカの歴史にはこの自由・独立の精神が 背景にあることを忘れてはならない。 ニューヨークのワールドトレードセンタと共に、今回のテロ事件のターゲットとなったワシントンの 国防総省(ペンタゴン)では、壊れたビルに大きな星条旗を垂らして哀悼の意を表していた。アメリカを 旅行するとよくわかるが、アメリカ人は星条旗を好み、街の至る所で見かける。アメリカの歴史は確かに ヨーロッパ諸国と比較して長くない。また社会問題も多く抱え、理想国家とは言えないかもしれない。 しかしながらアメリカ国民のアメリカに対する誇りは深く、また彼等が意識しようが意識しまいが、 清教徒が命がけで信教の自由を求め北米に移住してきたその精神は今なお受け継がれているに違いない。 大統領の演説には聖書詩篇が引用されていた。まさにGod bless America. の精神を実感する。 (YOSHI) ［参考］ アメリカホワイトハウスのホームページでブッシュ大統領の演説の全文にアクセスできます。 http://www.whitehouse.gov/news/releases/2001/09/20010911-16.html Statement by the President in His Address to the Nation 8:30 P.M. EDT THE PRESIDENT: Good evening. Today, our fellow citizens, our way of life, our very freedom came under attack in a series of deliberate and deadly terrorist acts. The victims were in airplanes, or in their offices; secretaries, businessmen and women, military and federal workers; moms and dads, friends and neighbors. Thousands of lives were suddenly ended by evil, despicable acts of terror. The pictures of airplanes flying into buildings, fires burning, huge structures collapsing, have filled us with disbelief, terrible sadness, and a quiet, unyielding anger. These acts of mass murder were intended to frighten our nation into chaos and retreat. But they have failed; our country is strong. A great people has been moved to defend a great nation. Terrorist attacks can shake the foundations of our biggest buildings, but they cannot touch the foundation of America. These acts shattered steel, but they cannot dent the steel of American resolve. America was targeted for attack because we're the brightest beacon for freedom and opportunity in the world. And no one will keep that light from shining. Today, our nation saw evil, the very worst of human nature. And we responded with the best of America -- with the daring of our rescue workers, with the caring for strangers and neighbors who came to give blood and help in any way they could. Immediately following the first attack, I implemented our government's emergency response plans. Our military is powerful, and it's prepared. Our emergency teams are working in New York City and Washington, D.C. to help with local rescue efforts. Our first priority is to get help to those who have been injured, and to take every precaution to protect our citizens at home and around the world from further attacks. The functions of our government continue without interruption. Federal agencies in Washington which had to be evacuated today are reopening for essential personnel tonight, and will be open for business tomorrow. Our financial institutions remain strong, and the American economy will be open for business, as well. The search is underway for those who are behind these evil acts. I've directed the full resources of our intelligence and law enforcement communities to find those responsible and to bring them to justice. We will make no distinction between the terrorists who committed these acts and those who harbor them. I appreciate so very much the members of Congress who have joined me in strongly condemning these attacks. And on behalf of the American people, I thank the many world leaders who have called to offer their condolences and assistance. America and our friends and allies join with all those who want peace and security in the world, and we stand together to win the war against terrorism. Tonight, I ask for your prayers for all those who grieve, for the children whose worlds have been shattered, for all whose sense of safety and security has been threatened. And I pray they will be comforted by a power greater than any of us, spoken through the ages in Psalm 23: "Even though I walk through the valley of the shadow of death, I fear no evil, for You are with me." This is a day when all Americans from every walk of life unite in our resolve for justice and peace. America has stood down enemies before, and we will do so this time.
